Through this Request for Proposals the Massachusetts Clean Energy Center is seeking qualified consultants or professionals with experience in clean transportation to serve as a technical consultant and project manager under MassCEC’s VFH Electrification Charging Solutions Program. The selected consultant will provide funding and technical assistance to carry out targeted charging station deployment projects.
About the VFH Electrification Charging Solutions Program
In January 2024, the Healey-Driscoll administration provided American Rescue Plan Act (ARPA) funds to MassCEC to develop a program that will improve access EV charging for taxi and TNC drivers. This Program aims to electrify a high-mileage transportation sector, which may help support the deployment of electric vehicles in rural communities and Environmental Justice Communities. In addition to increasing EV adoption for these drivers, MassCEC plans to pilot EVSE charging station hubs for TNC and taxi fleets. Access to fast, reliable, accessible charging has not been widely available in MA despite the need for these technologies. Through this Program, MassCEC intends to demonstrate successful deployments of innovative charging station hubs in order to promote wide-scale adoption of EVs across the Commonwealth.

The Applicant should review and respond to the four scopes of work described in the RFP. Please review sections 6 and 7 of the RFP for more detailed information on the application process.
MassCEC encourages Applicants to form a team with sub-vendors (Applicant Team) to provide all the requisite experience required for the Scope of Work. MassCEC strongly encourages Applicant Teams to include MA-based vendors, small businesses, and Disadvantaged Business Enterprises.
