Request for Proposals: MASFA Zero-Interest Loan Platform

MassCEC is requesting proposals from vendors to provide an interactive online application portal and project management system that will help facilitate the implementation of our upcoming Massachusetts Solar for All (MASFA) Zero-Interest Loan Program. The platform will streamline submittal of technical and loan support applications for accurate tracking, review, and approval by Program Administrators. MassCEC will accept applications from individual vendors as well as vendor partnerships who propose a solution uniquely suited to their collaboration. The selected vendor(s) will:

  • Develop and/or provide an application and project management platform for the MASFA ZIL Program
  • Create training resources on how to use the platform, for MassCEC to make available to platform users (e.g. Program Lenders and Program Participants)
  • Provide ongoing maintenance of portal including security sweeps and bug resolution, implementing ongoing minor changes to the platform in response to changing needs throughout the operational phase of the ZIL Program

MASFA is a five-year program, funded by a $156 million award from the US Environmental Protection Agency (EPA), that aims to expand access to clean and affordable solar energy to low-income and disadvantaged communities in Massachusetts. Funding has been obligated, but circumstances outside of MassCEC’s control may require that we delay, cancel, or adjust awarding funds under this RFP depending on the availability of federal funds or required changes to the program.

Please submit a proposal as a single PDF document, apart from Attachment D, to solar@masscec.com. "MASFA ZIL Platform" should appear in the email subject line. Questions may be submitted via email.  

Applicants should be prepared to provide their qualifications to fulfill eligibility guidelines as described, their proposed approach to the scope of work, timeline for capacity building, and 3 references that can speak to their work on comparable projects.
