MassCEC Launches Statewide E-Bike Incentive Program to Expand Access to Clean Transportation

New program offers income-based e-bike vouchers of up to $1,200 to help residents switch to clean, affordable transportation options

WORCESTER, Mass. - This Earth Month, Massachusetts Clean Energy Center (MassCEC) is launching the Massachusetts Statewide Electric Bike Incentive Program. The program is designed to help low- and moderate-income residents access clean and affordable transportation. The e-bike incentive offers income-based vouchersup to $1,200 for qualifying applicantsto assist with the purchase of electric bicycles. There is also an additional voucher for safety gear and a bike bump.

MassCEC CEO Dr. Emily Reichert introduced the program today at Landry’s Bicycles in Worcester, alongside MassDOT Undersecretary Hayes Morrison, MassCEC Senior Director of Clean Transportation Rachel Ackerman, MassBike Program Manager Alex Salcedo, and Manager of Landry’s Bicycles in Worcester Greg Affsa. MassCEC will begin accepting applications on April 14, 2025.

“E-bikes are a practical and affordable solution to tackle some of our biggest issues we face with the environment and transportation,” said Energy and Environmental Affairs Secretary Rebecca Tepper. “Since transportation is the largest source of greenhouse gas pollution in the state, this initiative is important to our overall plan for a cleaner energy future that benefits every resident of Massachusetts.”

“This program will provide Massachusetts residents with access to a cleaner, more affordable transportation option that may have previously been out of reach,” said MassCEC CEO Dr. Emily Reichert. “Whether it’s an e-bike or an EV, the switch to electric should be as easy as possible. By making this incentive available statewide, we’re ensuring that all residents can benefit from greener, more cost-effective travel.”

Massachusetts residents who qualify can apply for one of two types of vouchers:

  • Enhanced Voucher: Up to $1,200 for applicants with an income below 225% of the Federal Poverty Line or those participating in a qualifying program.
  • Standard Voucher: Up to $800 for applicants with an income at or below 400% of the Federal Poverty Line or those participating in a qualifying program.
  • Equipment Voucher: All selected participants will receive a voucher for up to $150 to cover safety gear and a bike pump.

“The Healey-Driscoll Administration is committed to building a public transportation system that’s equitable, accessible, and statewide,” said Transportation Secretary and CEO Monica Tibbits-Nutt. “This program opens new doors for low- and moderate-income residents by making e-bikes and essential equipment more affordable—offering more people cleaner, more flexible ways to get where they need to go.”

The program will award approximately 3,000 vouchers in total. MassCEC will randomly select applicants, awarding around 500 vouchers each month from April to September. Residents can apply during a two-week period each month. If selected, participants will need to upload documents to verify their eligibility before receiving their voucher.

Several cities around the state, including Boston, already offer e-bikes discounts for eligible residents. The Commonwealth is coordinating with those programs to maximize the number of people who receive support towards purchasing a new e-bike.

The Massachusetts Statewide E-Bike Incentive Program is the latest addition to MassCEC’s growing portfolio of clean transportation initiatives, including Light-Duty Vehicles, Medium- to Heavy-Duty Vehicles, School Buses, Multi-Modal and Transit, Equity and Community-Based Projects, and Electric Vehicle Charging Stations.

"Through this program, more people will be able to take part in mobility alternatives that reduce emissions and decrease traffic congestion."

"For someone who's travel was limited to where they could walk, or take a bus, an e-bike can change their whole world. In Worcester especially, the number of hills can intimidate new riders. E-bikes make riding in Worcester so much more accessible to anyone that's interested,” said Greg Affsa, Manager of Landry’s Bicycles in Worcester. “Any chance we get to introduce someone new to the joy and freedom that comes with owning an e-bike is a privilege. For many folks in the program, owning an e-bike wasn't an option without the support from MassCEC. Over the last two years we've had a community come up around this e-bike program and there is a noticeable difference of folks utilizing the bike lanes that have been installed around the city."

“The Cape Light Compact’s income eligible e-bike program played a significant role in expanding e-bike access for income eligible customers across Cape Cod and Martha’s Vineyard, providing nearly 450 customers with a point-of-sale e-bike voucher,” said Cape Light Compact Power Supply Planner, Marial Marchand. “In a region where public transportation is limited, riding an e-bike opens up opportunities such as allowing them to access jobs that they otherwise might not have been able to maintain due to transportation availability or costs. The Compact looks forward to additional Cape and Vineyard residents being able to access e-bike rebates through the statewide e-bike program.”
