The Challenge: Reduce Barriers to Electrification for MHD Fleets

Access to charging is a significant barrier to fleet electrification for owners and operators of medium- and heavy-duty (MHD) fleets. To adopt MHD electric vehicles, fleet owners face challenges with depot ownership structures, incur hefty charging infrastructure costs and face lengthy utility and hardware lead times that can be prohibitive to electrifying these fleets.

About MHD Mobile Charging Solutions

The Medium- and Heavy-Duty Mobile Charging Solutions Program will address barriers to fleet electrification related to both charging station installation and vehicle cost. "Mobile charging" refers to any type of charging station technology that does not require grid-interconnection and can be disconnected and transported between locations, e.g., mobile off-grid charging stations or mobile skid-mounted chargers. MassCEC’s consultant team, led by CALSTART and supported by Better Together Brain Trust, Industrial Economics, and KB-Mac, will provide both technical and financial support for four fleets interested in piloting mobile charging solutions.

In addition to providing mobile charging solutions, the program will provide financial support for fleets interested in procuring MHD EVs. Participating fleets will receive up to $50,000 per vehicle for up to four vehicles.

The program will focus on serving fleets located or operating within Environmental Justice Communities (EJCs), Gateway Cities, and communities in Massachusetts overburdened by air pollution. It will also prioritize fleets owned or operated by Minority and/or Women Owned Business Enterprises (MWBEs).

Participant Benefits

Based on the experience of previous EV and EVSE deployment programs, MassCEC has identified specific problem areas that can be addressed by mobile charging:

  • EVSE Right-Sizing – Mobile and temporary charging may inform fleet owners about appropriate charging needs prior to permanent charging station installation, which can reduce the risk of overbuilding and reduce grid impacts and costs.    
  • Facility Upgrade and Infrastructure Installation Delays – For fleets experiencing long lead times for facility upgrades and charging station installations, mobile charging may provide a temporary solution to ensure that vehicles remain operational until charging stations are energized.    
  • Facility Ownership Structures – For fleets that lease facilities or depots and/or are planning to move locations, mobile charging stations may provide either temporary or longer-term solutions to lack of decision-making authority or operations uncertainties.   

To address these problem areas, selected fleets will receive the following program services:

  • Technical assistance and implementation: The consultant team will provide technical assistance and implementation support to fleets piloting mobile charging solutions.
  • Financial support: Participating fleets will receive financial support needed to procure MHD EVs. Participating fleets will receive up to $50,000 per vehicle for four vehicles.
