Request for Proposals: Offshore Wind Works - Business Ready Pilot

Offshore Wind Works: Business Ready is a new pilot initiative from the Massachusetts Clean Energy Center designed to help local businesses enter and grow within the offshore wind supply chain.

MassCEC seeks a team of business coaches with strong experience in business development, clean energy, or offshore wind to develop targeted support to 10-12 Massachusetts-based small businesses over the course of 12-18 months. The selected team will guide these companies through a Capabilities Assessment to understand where they stand in relation to offshore wind industry standards, then provide hands-on technical assistance to help them become “business ready.”

Support areas include help identifying and obtaining industry-critical certifications and licenses, navigating procurement opportunities with Tier 1 and Tier 2 offshore wind developers, financial planning, operations improvements, and business development services—including opportunities to connect directly with buyers in the industry.

The selected team will serve as the offshore wind “Spoke” under MassCEC’s new Climate-Critical Underrepresented Business Support (CUBS) program, working in partnership with regional “Hubs” to provide wraparound support to minority- and women-owned businesses and others underrepresented in clean energy fields.

This pilot is a chance to shape a long-term program that will expand opportunities, build local capacity, and ensure that more Massachusetts businesses can thrive in a growing offshore wind economy. It has the potential to expand based on results and future funding.

Who's Eligible

Applicant teams are expected to consist of a lead applicant and additional co-applicants.

Eligible lead applicants include:

  • Nonprofit organizations (such as trade associations, clean energy incubators/accelerators, or environmental justice groups)
  • Academic institutions with business support programs
  • For-profit entities (such as clean energy businesses, technical assistance providers, or workforce training organizations)

Applicants must have a Massachusetts office or staff presence, be in good standing with the Commonwealth, and be prepared to deliver services across multiple sectors—from manufacturing and engineering to marine services and professional consulting.

Teams should also be able to demonstrate a commitment to diversity, equity, and inclusion, and experience working with underrepresented businesses.

Submit your completed proposal by email to offshorewind@masscec.com by May 23, 2025 at 11:59 pm. MassCEC may conduct interviews with top applicants in June 2025, before making a final selection.

MassCEC will host two one-hour virtual office hour sessions via Microsoft Teams to answer questions about the application process or the Business Ready program:

  • May 7, 2025, 5 - 6 pm
