MassCEC Launches No-Cost Energy Efficiency Support Service for Lowell and Springfield Renters and Homeowners

The Home Modernization Navigator provides personalized assistance to help residents lower their energy bills by connecting them with energy-efficient upgrades and clean energy solutions 

BOSTON – Massachusetts Clean Energy Center (MassCEC) today announced the launch of the Home Modernization Navigator, a no-cost service designed to connect eligible Lowell and Springfield residents with energy efficiency and clean energy incentives and solutions, ultimately aiming to lower energy bills and improve public health.  
 
"Our administration is deeply committed to ensuring that every resident in Massachusetts can enjoy lower bills and comfortable homes,” said Governor Maura Healey. “The Home Modernization Navigator is a key step in helping families improve their homes, lower their energy costs, and participate in Massachusetts’ transition to a clean energy future. By prioritizing accessibility and equity, this program reflects our belief that climate solutions must serve all communities across the state.” 
 
“Springfield and Lowell are ideal cities to pilot this exciting new program,” said Lieutenant Governor Kim Driscoll. “This initiative is designed to meet residents where they are, offering personalized guidance and resources to ensure no one is left behind as we work together toward a greener Massachusetts. Lowell and Springfield are leading the way, showing how local programs like this can make a difference in the lives of our residents." 
 
The Home Modernization Navigator is a no-cost, easy-to-use service available to renters, homeowners, and landlords of one- to four-unit rental properties. Through this initiative, residents can receive personalized guidance from experts via phone, email, or video appointment on the following technologies and services: 

  • Energy Bill Savings 
  • Clean Electricity 
  • Appliances and Yard Equipment 
  • Weatherization to Prevent Energy Loss 
  • Heating and Cooling 
  • Solar 
  • Electrical Upgrades 
  • Transportation 

Developed in partnership with Abode Energy Management and All In Energy, the Navigator will start in Lowell and Springfield with plans to expand statewide. The goal is to help residents gain access to energy efficiency services and electrified appliances, particularly among underserved customers such as renters, low- and moderate-income residents, and environmental justice populations. The program will conduct outreach and engage with customers in English, Spanish, Portuguese, and Khmer, reflecting the most spoken languages in Lowell and Springfield. This one-stop resource empowers Massachusetts residents to take steps toward reducing energy costs and greenhouse gas emissions. 
 
“With the Home Modernization Navigator, we are making it easier for renters, homeowners, and landlords to take full advantage of energy efficiency and clean energy programs,” said Energy and Environmental Affairs Secretary Rebecca Tepper. “Lowell and Springfield will have a trusted partner to guide them in cutting energy bills and upgrading their homes. By starting in these cities, we are paving the way for a statewide effort to make energy transformation accessible and equitable for everyone.”

MassCEC’s dedicated team of navigators serve as coaches and advocates, providing personalized support and resources to those interested in reducing costs and exploring more sustainable living. Navigators will help customers identify their goals, access available incentives and financing, and provide technical guidance on clean energy appliances and systems. Through the program, MassCEC hopes to learn how effective these services are and what common questions or challenges residents face. This information will help improve support for customers in the future.

This Home Modernization Navigator Program, a Massachusetts Clean Energy Center initiative, will serve as a helpful and free tool for residents to navigate and explore the various clean energy resources, incentives, and programs that are available,” stated Springfield Mayor Domenic J. Sarno. “The City of Springfield will serve as one of two communities to kick off this unique Navigation service. This program supports my administration’s efforts to enhance our Climate Action and Resilience Plan, and our Community Choice Energy Program, and will serve as another tool to advance clean energy solutions while also making sure that our residents have access to all of the information and resources that are available.”

We recognize the importance of providing our residents with the support needed to understand the many different programs and incentives available in the decarbonization landscape,” said Thomas A. Golden, City Manager of Lowell. “We are looking forward to rolling this tool out to our community to enhance the work of Lowell's Energy Advocate, Victor Vargas, who, over the past two years, has personally helped connect hundreds of residents with Mass Save programs."
