ETE seeks a tariff specialist who will work to gather, track and document electric and gas tariffs, rates, and related metadata. The specialist will also support regulatory engagements where ETE staff serves as expert witnesses. In this capacity, the specialist will assess utility workpapers and supporting data that form the basis of rates. The specialist role is an integral member of the team and will have regular interactions with senior leadership and other team members.
The typical duties of the tariff specialist include, but are not limited to the following:
- Gather and track utility rate filings and data for electric, natural gas, and water and capture relevant rates and metadata as they are updated.
- Analyze utility rate filings to produce documentation regarding those filings, e.g., cadence of filings, filing types, and underlying cost drivers. This documentation will support knowledge transfer to other staff on rate proceedings and other engagements.
- Communicate to clients changes in rate design that may have a material impact of their business models.
- Support consultants engaged in rate case proceedings by conducting research and analysis on rate design workpapers and the underlying cost drivers for rate construction.
- Provide oversight and direction to external partner resources to ensure that rate data collected by external parties is accurate and on schedule.
- Build, organize, and clean historical datasets as needed to support consultant analysis and deliverables.
- Gain knowledge of and explain renewable energy program designs and incentive structures such as Net Energy Metering, export credits, demand response programs, renewable energy credits, and community solar to ETE staff and clients.
- Perform rate analysis in Excel as part of bill audit and tariff optimization projects.
- Investigate suspected utility billing errors and work with client and utility representatives to resolve them.
- Compile succinct findings of analysis and conclusions in PowerPoint presentations that are understandable to a non-technical audience
The successful applicant to this position should have an interest in becoming a subject matter expert (SME) in utility rates and the linkages between utility rates and customer costs, DER project economics, and energy policy. A successful applicant will have the following characteristics
- High attention to detail, critical thinking skills, and an interest in and affinity for data sets and trends;
- The ability to work independently to accomplish an objective with limited oversight;
- Solid communication skills, and the ability to ask questions when necessary to ensure quality work product;
- Curiosity to deeply understand the retail energy sector and interest in working within the industry;
- Intermediate proficiency in Excel and at least basic PowerPoint;
- Technical writing skills;
- Prior work experience in a professional environment preferred (2+ years) and;
- Preferred college degree in science, engineering, business, public policy, or rigorous liberal arts, but not required if a candidate has strong and demonstrated research and technical writing skills and a work track record of excellence.
This is a full-time salaried position with fully paid health benefits, disability insurance, and paid time off.
The salary range for this position ranges from the low 60s to the mid-70s, commensurate with experience.
