Job intro
The Manager of Energy Programs, Conservation (Efficiency & Decarbonization) will work with the Energy and Environment Department of the MBTA to identify and implement energy projects. This includes helping the MBTA reduce its energy cost, consumption, and emissions through the installation of energy efficiency and decarbonization projects. This is a key position in assisting the MBTA to meet its legal obligations for greenhouse gas emission and energy use intensity reduction. The Manager of Energy Efficiency will report to the Director of Energy Programs and manage the Energy Efficiency Project Coordinator and the Decarbonization Project Coordinator.
Job Duties/Responsibilities
- Reduce the MBTA’s energy consumption, cost, & emissions through the installation of energy efficiency and decarbonization projects
- Help the MBTA reduce its Energy Use Intensity (EUI) and Thermal Energy Demand Intensity (TEDI) by 20%
- Oversee the Energy Efficiency Project Coordinator and the Decarbonization Project Coordinator
- Maximize Utility incentives for the MBTA.
- Manage energy projects including procurement of contractors and materials, design of project specifications, coordination with internal forces, managing project budgets and work orders, and project close out processes.
- Install LED upgrades, insulation & building envelope improvements, air compressor upgrades, heat pumps, water conservation measures, chillers, HVAC systems, batteries, and any other measure that could help reduce energy cost, consumption, or emissions.
- Plan, develop, and implement energy projects that help the MBTA meet its legal requirements to reduce energy consumption, on-site burning of fossil fuels, emissions, and increase renewable energy generations as outlined in Executive Order 594
- Managing the MBTA’s capital grants for energy efficiency and decarbonization projects
- Install Electric Vehicle Charging Stations utilizing the Utility’s “Make Ready Program.”
- Work closely with the multiple Utility Energy Efficiency representatives for the MBTA
- Upload project data for tracking in the MBTA’s Enterprise Energy Management System
- Track and report project and program Key Performance Indicators for the energy and decarbonization program
- Work closely with the Energy Manager and Energy Management Analyst to identify high cost, consumption, or emission locations ideal for energy efficiency or decarbonization projects.
- Keep up to date on energy incentives and offerings from both Utilities and state and federal government programs.
- Work closely with capital delivery to ensure all projects are including energy efficiency and carbon free equipment and to capture the Utility incentives for these elements.
- Create new energy projects and secure funding to implement them, this includes both Capital Investment Plan request and grant applications for state and federal funding.
- Perform all other duties and projects that may be assigned.
Supervision
- May be responsible for a small team in the future.
Qualifications

- Bachelors' degree in energy or environmental engineering, environmental sciences, environmental planning or management, business finance, economics or related field
- Five (5) years professional experience in demonstrated experience in the energy efficiency and/or decarbonization field.
- One (1) year of supervisory, managerial, and/or lead experience
- Understanding energy conservation project development cycle from concept to completion.
- Familiarity with wholesale and retail markets for energy and related infrastructure costs.
- Understanding of how both commercial and industrial customers utilize energy and the technologies/techniques available to help them manage and control their energy use.
- Effective organizational, analytical, multi-tasking, time management and interpersonal skills.
- Ability to work seamlessly with other departments within the MBTA as well as external groups such as utilities, state agencies, vendors, and other organizations as appropriate.
- Strong computer skills including the following: Adobe, Outlook, PeopleSoft, CMS, and MS Office programs (Word, Excel, PowerPoint, MS Project, and Access).
- Possess valid driver's license with safe driving record.
- Have excellent customer service skills.
- The ability to provide internal and external customers with a courteous and professional experience.

- An associate degree from an accredited institution with an additional eight (8) years of directly related experience.
- Bachelors' degree and Five (5) years professional experience in energy or environmental engineering, environmental sciences, environmental planning or management, business finance, economics or related field.
- A master’s degree in a related subject may substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
