The Building Decarbonization Technical Advisor will support building owners in decarbonizing their properties, delivering benefits to owners, tenants, and occupants. The Technical Advisor will conduct intake of and outreach to building owners, provide one-on-one technical assistance to building owners on how to decarbonize their buildings and connect building owners with programs and resources needed to achieve emissions reductions, including those required by the Building Emissions Reduction and Disclosure Ordinance (BERDO). An important aspect of this role will be to develop and implement equitable programs that bring resources and benefits to under-resourced building owners and buildings in environmental justice neighborhoods. The Technical Advisor will also curate content for the online Retrofit Resource Hub, develop an operations plan for the Hub, and coordinate with peer cities and experts to bring best practices to Boston's Hub. This technical expert will have experience in equitable program design, financing construction and retrofit projects, and efficient building design and systems, including electrification, weatherization, and renewable energy. The Building Decarbonization Technical Advisor will report to the Building Decarbonization Program Manager in the Environment Department.

Buildings are the largest source of Boston's greenhouse gas emissions.

Job Duties/Responsibilities
  • Serve as a technical expert on building decarbonization and provide technical support to building retrofit initiatives and programs in the Environment Department and across the City of Boston.
  • Develop and update the Retrofit Resource Hub.
  • Conduct outreach to building owners about compliance with BERDO emissions standards.
  • Provide one-on-one technical assistance to building owners about decarbonization strategies through email, phone calls, and onsite meetings.
  • Connect building owners to funding and financing opportunities for decarbonization retrofits.
  • Maintain the online Retrofit Resource Hub and monitor the Retrofit Resource Hub email inbox.
  • Monitor technical and financial resources to add content to the Hub and coordinate with peer cities to bring best practices to Boston.
  • Create and host webinar series and events to highlight resources and opportunities.
  • Develop relationships with local and national organizations that provide technical assistance and funding to building owners.
  • Work to ensure long-term sustainability and success of building decarbonization programs by identifying additional funding and technical assistance needs.
  • Stay current on state, federal, and utility energy efficiency programs.
  • Supervise fellows and interns as needed.
  • Perform related work as required.
Qualifications
  • Five (5) years of full-time, or equivalent part-time, experience in environmental science or policy, urban planning, engineering, affordable housing, real estate, construction management, or a related field.
  • A bachelor’s degree in a related field may be substituted for two (2) years of the required experience. A master’s degree in a related field may be substituted for an additional (1) year of the required experience.
  • Experience with sustainable building design, engineering, financing, or construction, with hands-on experience with building retrofits, capital needs assessment and financial planning, real estate financial analysis, construction permitting and management, property management, affordable housing, or equitable program design and evaluation preferred.
  • Excellent written and verbal communication skills and ability to clearly and concisely communicate complex ideas to diverse audiences with cultural competency. Additional language competency is preferred.
  • Attention to detail and ability to handle multiple tasks.
  • Strong organizational and project management skills.
  • Outstanding interpersonal skills with the ability to work with people from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to work effectively as part of a team.
  • Proficiency with Microsoft applications and Google Suite

  • Ability to exercise good judgment and focus on detail as required by the job.
  • Commitment to advancing social justice and equity in the City of Boston to improve the lives of all residents. Knowledge of climate change, with a particular understanding of its connection to racial equity, climate justice, and the resident and community health implications of retrofits is preferred.
