Energy Efficiency and Conservation Block Grant (EECBG) Program:


About $17 million for state energy office to reduce fossil fuel emissions and total energy use, $14 million of which should be issued through sub-grants to municipalities with less than 35,000 people or counties with less than 200,000 people that are not one of the 10 most populous counties. Also, direct formula grants available for counties with more than 35,000 people and counties with more than 200,000 people.

Competitive grant programs

Alternative Fueled Vehicles Pilot Grant Program


$300 million in grants to state and local governments and/or metropolitan transportation authorities in collaboration with an existing Clean Cities coalition to be used to purchase and demonstrate alternatively fueled vehicles that utilize fuel cell, electric, or hybrid drive system technologies.

$2.5 billion for research, development, demonstration and deployment activities through the Department of Energy’s Office of Energy Efficiency and Renewable Energy, with specific appropriations of at least $800 million for biomass, at least $400 million for geothermal, and $50 million for energy efficiency of information and communications technology

Smart Grid Investment Program


$4.5 billion for matching grants to states and for grants to public and private utilities and other parties of up to 50% of the cost for demonstration projects funded through DOE Office of Electricity Delivery and Energy Reliability to implement "smart grid" technologies, which would sense, collect, and monitor data from the grid to help improve the reliability, quality, and performance of the electricity grid. $100 million of this amount is allocated to worker training.

Innovative Technology Loan Guarantee Program


$6 billion through existing DOE “Innovative Technology Loan Program” for renewable electricity generation, advanced biofuels, and transmission. Expected to fund over $60 billion in loans.

Fossil Energy Research and Development


$3.4 billion of which $1 billion is for research and development in coal, oil and natural gas; $1.5 billion in competitive grants for industrial energy efficiency improvements and carbon capture; $800 million for the Clean Coal Power Initiative; and $70 million for research and site assessment for geologic carbon sequestration.

Bonds and Tax Credits

Renewable Energy Tax Credits


Production tax credit for renewable energy facilities and investment tax credit of 30% in place of the production tax credit. For 2009 and 2010, companies may also receive a grant for 30% of the project cost in place of tax credits administered by DOE.

Clean Renewable Energy Bonds (CREBs)


$1.6 billion in additional 0% bonds available to states, localities, and public power providers. Bonds are allocated by the IRS up to the cap.

Energy Conservation Bonds


$2.4 billion in additional 0% bonds bringing the total of Energy Conservation Bonds to $3.2 billion. Bonds are reserved for states and localities based on population. Unused portions are reallocated.

Advanced Manufacturing Facility Investment Tax Credit


$2.3 billion in tax credits to re-equip, expand, or establish facilities that manufacture “advanced energy property.” Tax credits are allocated by the IRS up to the cap.

Energy Efficiency Tax Credits


10% investment tax credit for home energy improvements up to certain caps for equipment with an overall cap of $1,500; repeal of investment tax credits for residential wind, geothermal, and solar thermal equipment; increased benefit of $230 per month can be excluded from income for employer-provided transit, vanpool, and bicycle commuting.
